Fair Play & Immersion⌄

Fair Play & Immersion

Static FivePD servers require whitelisting for all civilian roleplay. To gain access, you must either have 60 or more hours of in-server playtime and apply through a permissions ticket, or purchase verified civilian access through the supporter store.

All players are expected to engage in fair, immersive, and realistic roleplay.

Respect others and avoid disruptive or troll behavior at all times.

You may not hold someone in a cell or holding and then give them the full jail sentence afterward. The total combined time between holding/cell time and sentenced jail time cannot exceed 12 minutes. For example, if someone is held for 5 minutes, they can only be sentenced to 7 additional minutes. The only exception is if the player clearly agrees to stay longer for roleplay purposes, such as an investigation; otherwise, the total time may not go over 12 minutes.

Last 10 Minutes Before Server Restart

Roleplay may continue, but do not arrest, cuff, headbag, or drag other players.

This prevents unresolved scenes before a reset.

Believe it or not, Modding is NOT allowed during last 10.

Last 10 Does not begin until the “10 Minutes before restart” announcement appears.

Scene Clean-Up

All props, vehicles, and objects spawned during RP must be deleted after the scene ends.

Callouts & Radio Use

Keep callouts brief and relevant.

Use radios professionally. Screaming, music, or mic spam is not permitted.

Civilians are strictly prohibited from using emergency radio channels by any means.

Following Players

Do not follow players excessively without valid RP. This will be considered harassment.

Scene Re-Entry / FailRP

You may not return to a scene after dying, being treated, or being downed. Even if you change characters.

Treat death or EMS treatment as a “fresh life” — no memory of prior events.

Combat Logging

Logging out to avoid arrest, jail, or RP consequences is strictly forbidden.

Initiating RP Scenes

Do not start high-risk scenes (e.g. shootouts, major crime) unless enough LEO or EMS are online.

Realistic Roleplay

Roleplay must be grounded in realism. Avoid cartoonish or absurd actions.

Examples of FailRP:

Sprinting after being shot multiple times

Breaking cuffs or breaking out of car while restrained

Terrorism & Mass Casualty Events

Prohibited unless explicitly pre-approved by staff.

This includes bomb threats, mass shootings, or coordinated terrorism RP.

Kidnapping RP

Must be immersive and planned.

Players and random civilians may not be kidnapped without RP buildup. (saying “no I don’t want to be kidnapped” is no longer a valid reason to not be taken. RP it out by all means.)

Victims must be given reasonable escape or resistance opportunities.

Stream Sniping & Metagaming

Using OOC knowledge, stream content, or Discord leaks in RP is strictly forbidden.

Revenge Killing

You may not return to retaliate after death. Your character forgets the previous events entirely.

Cop Baiting

Intentionally baiting LEOs without valid RP is considered FailRP.

EMS & Death

EMS may declare a character dead. If declared deceased, you must respawn.

If EMS are online, wait for them. Only respawn if no EMS are active or cleared to do so.

Weapon Handling

Rifles and long guns must be stored realistically.

Civilians must carry rifles in bags or vehicles.

Vehicle Use

Vehicles must fit the RP.

Avoid unrealistic actions such as rooftop escapes or excessive off-roading.

Name Tags & /me

Do not use player tags to identify others in-character.

Use /me and /do commands to enhance RP, not replace gameplay.

Multiple Characters

Characters must not share knowledge or interact.

You may not create a new character just to re-engage in a scene.

Additional RP Regulations

Kid Characters

At no time should you be roleplaying as if you are under the age of 18+. This game is intended for mature audiences. NO KID RP ALLOWED

Hostage RP

Must be realistic and offer negotiation options or escape options for the Hostage.

Killing a hostage without strong RP reason is considered RDM.

Animal / Creature RP

Animals may not drive, talk, or use/carry weapons.

Humanoid supernatural/creature characters that clearly have human-like intelligence and movement may talk, drive, and use weapons when it reasonably fits the character.

Simply being human-shaped does not automatically qualify. Characters should still make sense within the server’s RP setting and shouldn’t be used as an excuse for unrealistic behavior.

Non-humanoid mythical or fantasy creatures follow the same restrictions as animals unless part of an approved fantasy scene.

Disguises & Fake IDs

Allowed only with proper RP. Instant fooling is not permitted.

Ragdoll Exploits

Using ragdoll to avoid arrest or escape is prohibited.

Interaction With Staff

Remain in-character when frozen or teleported.

Do not interfere with staff actions. Use tickets for disputes.

LEO Uniforms

Civilians may not wear any law enforcement clothing (shirts, pants, hats, vests, etc.).

LEO Weapons

Civilians may use most weapons, but the following are restricted to LEOs:

Tasers

Pepper spray

Beanbag shotguns

Tear gas and chemical weapons

Use of restricted items by civilians will result in administrative action.

Fly-In Roleplay

If you are playing as a fly-in member, you should be acting as a basic/probationary member of that department. You may not claim or act as if you hold a supervisory rank, specialized subdivision position, certification, or qualification that you do not actually have.

You are free to change up your outfit, vehicles, and appearance, but should not actively represent yourself as holding a specialized role.

Specialized Calls

If you are not part of that subdivision or certified for that role, you should not be performing that specialized function.

Example: If you are not SWAT, you should not be responding to or operating as SWAT on a SWAT-specific call.

Restricted Actions

LEO-on-LEO Traffic Stops

Only allowed if you are 01-04 within your department or a Staff Member of the Server. Otherwise, file a report.

Mini-Modding

Do not enforce rules as a player. Report violations via /report or Discord ticket.

Greenzone Rules

No shooting, melee attacks, or kidnapping at hospitals unless specifically approved by staff. The same applies to players who have just been released from jail or discharged from a hospital. Give them a reasonable amount of time to leave the area and let the situation cool down before immediately attacking, shooting, or kidnapping them.

The Black Market and all surrounding/touching postals are also considered a Green Zone.

Do not use Green Zones to intentionally avoid or escape an active RP situation.

Following Staff In-Game

Do not follow or harass staff members in-game for help or items. Use /report or submit a ticket.

Police K9 Protection

K9s may not be attacked or killed. You may only defend yourself non-lethally. (K9’s can be killed if you or your group holds priority.)

Vehicle Conduct

No VDM (See Civilian Guidelines for more info), ramming, or unrealistic vehicle stunts.

Only engage in vehicle violence when contextually justified.

Player Shooting

RDM is prohibited. All violence must stem from RP.

You must have priority to shoot LEOs unless an exception is specified. Hitting and tackling is allowed with no Priority.

Undercover Officer Rules

Civilians may kill undercover LEOs without priority if the scene context justifies it.

Station/Jail Scenes

Must be staff-approved in advance.

Explosives

Prohibited for civilians unless staff-approved.

LEOs must follow SOPs for use.

Prop Abuse

No spammy or unrealistic object spawning.

Props may not be used to trap or exploit players.

Blockades / Road Closures

Must be realistic and part of a planned RP.

LEOs must clean up after scenes.

Spike Strip Rules

Only deploy in appropriate, realistic scenarios.

Misuse of /me and /do

These commands may not replace actual player interactions or outcomes.

Powergaming

Forcing outcomes without allowing players to respond is prohibited.

Chain Robbery RP

Do not engage in back-to-back violent or robbery scenes with no cooldown or buildup.

Weapon Storage

Long guns must be visibly carried or retrieved from storage.

Mechanical & Role Restrictions

Bug Reports

Submit bugs and suggestions only in the correct Discord channels.

Ped Models

Only use peds available in vMenu and /chooseped. Blacklisted models trigger auto-ban.

IC vs. OOC

In-character disrespect is allowed where realistic.

Out-of-character personal attacks are not tolerated. Banter is allowed.

Civilian RP Access

Only verified civilians may engage in Civilian RP roles. To become Verified you can Purchase Verified Civilian or apply within the discord.

Surveillance Camera Use

LEOs may use /pcams for surveillance.

Civilians may not use /pcams footage against police in RP.

Unauthorized Vehicle Use

Only spawn vehicles from the /vs menu.

Spawning unauthorized vehicles can result in a 3-day ban without warning. This is at the Staffs discretion.

Non-Lethal Weapon Use

If hit by a taser or bean bag more than once, you may not fight back further or run on foot.

You may resist non-lethally but cannot run if bean bagged/tazed more than once.

Medical & Drug RP Rules

LEO Restrictions

Law enforcement officers may not administer any drugs.

LEO Defibrillator use is allowed only on SFPD Red, and only in context.

SAFR Permissions

EMS may administer medical drugs and defibrillators as part of roleplay.

Civilian Use

Drugs may be used on others only if they are part of the same RP scene.

Random, unapproved drugging is prohibited.

Airsoft & Uniform Restrictions

Airsoft Guns

For SWAT training RP only.

Not permitted for standard patrol or civilian RP.

Exploiting Game Mechanics

Exploiting bugs, glitches, or unintended game behavior to gain an advantage is strictly prohibited. This includes, but is not limited to, bypassing systems, glitching through objects, or manipulating physics or scripts beyond their intended design.

Note: These rules are in place to ensure a fair, realistic, and immersive RP environment. Staff have the discretion to issue warnings, kicks, temporary bans, or permanent bans depending on the severity of violations. Continued play constitutes your agreement to follow all listed policies.

Priority & Cooldown Rules⌄

Priority & Cooldown Rules

These rules help keep priority scenes fair and well-managed.

General Priority Cooldown

After any priority scene, a cooldown starts. No new priorities can begin during cooldown. This allows law enforcement to clear the previous scene properly.

Vehicle Pursuits (10-80s)

10-80s are not affected by priority cooldowns. Departments may choose to engage based on officer availability and scene safety.

Communication

Clear, professional communication is required during all pursuits and priority scenes. Scene supervisors are responsible for guiding and managing the RP.

Officer Availability

Departments must ensure enough officers are online to support a priority scene. Officers should be distributed across scenes to improve coverage and reduce overload.

Emergency Vehicle Theft

Emergency service vehicles (LEO/EMS/DOT/etc.) may only be stolen if you (or your group) currently have an active Priority at the time of the theft. Must have RP behind it when doing so.

If you do not hold Priority, stealing any emergency service vehicle is not allowed.

Prohibited Vehicles

Armored LEO vehicles are strictly prohibited to steal or use by any means.

Aircraft LEO (planes/helicopters) are strictly prohibited to steal or use by any means.

Priority & Scene Management⌄

Priority & Scene Management

When Priorities Are Required

Priorities must be active for the following scenarios:

Officer-involved shootings involving firearms, melee weapons, or vehicles

Civilian scenes involving 6 or more civilians where violence is expected

When Priorities Are Not Required

The following do not require priority:

Civilian-on-civilian shootings

10-80 vehicle pursuits

Large peaceful gatherings or events

Group Priority Participation

Only players who are directly involved in a priority scene may act on priority status. Anyone not part of the group or situation must not engage under the assumption of priority.

Combat During 10-80s or Civilian Shootings

You can run from police in a 10-80 without a priority. You cannot shoot, stab, or attack law enforcement during a 10-80 or during civilian-on-civilian shootings without having priority.

Exception: Punching and or Tackling an officer is allowed if it fits the RP.

No Back-to-Back Priorities

Players may not run priorities one after another. Cooldowns exist to ensure RP fairness and allow others the opportunity to participate.

Undercover Officer Exception

Undercover law enforcement officers may be killed without priority if the RP supports it and all other rules are followed.

Summary

Priority rules ensure scene safety, RP balance, and department coordination. Cooldowns, communication, and planning are essential for quality roleplay.

Civilian Roleplay Guidelines⌄

Civilian Roleplay Guidelines

These rules are in place to maintain a realistic, respectful, and immersive RP environment. All civilians must follow them to ensure a high-quality experience for everyone.

Verification Requirement

Civilian RP is restricted to verified players. (60+ Hours on server is needed before applying for Verified Civilian, alternatively it can be purchased on the supporter store).

Verification requires a character backstory and an approved permissions ticket.

Civilians must be signed into Sonoran CAD with accurate, updated information.

Roleplay Standards

No FailRP: Keep roleplay grounded in realism.

No VDM (Vehicle Deathmatching): Do not intentionally ram other players without proper RP. (Your life being in danger IS Proper RP)

Drive Responsibly: Reckless driving is only permitted in valid scenes.

No Random Attacks on LEOs: Civilian hostility toward law enforcement must be properly roleplayed with some sort of scene to it.

No Cop Baiting: Do not try to provoke police interactions without a scene.

Microphone Required: Voice communication is mandatory for Verified Civilians.

No Random Gunplay: Firearms may only be used with valid justification. Meaning, don’t go around randomly shooting people without some sort of RP.

Suicide, teleporting, respawning, or logging out to avoid jail, hospital, or any active scene is not allowed. This is considered Fail RP and may result in a kick or ban. If you commit suicide to try to get out of jail time you will either be Hospitalized for max time or Jailed after reviving.

Location & Behavior

(Civilians) Do not spawn at active law enforcement departments.

Avoid loitering at LEO stations without purpose.

Do not interrupt other civilian RP unless invited or have some sort of RP behind it.

Prohibited Civilian Actions

Do not steal or spawn emergency vehicles (Unless you or your group actively hold Priority) .

Long guns must be retrieved from vehicles or bags—no unrealistic spawns.

No Metagaming or Powergaming.

No exploiting, cheating, or glitch abuse.

No shooting out of armored vehicles that cannot be shot into. This will be considered FAILRP.

Do not randomly shoot at LEO helicopters; however, if the helicopter or its occupants are actively engaging you, you may reasonably return fire. Simply observing or following does not justify shooting.

RP & Discord Integrity

Remain in character; use /report or tickets for issues. Don’t break character in the middle of a scene even if someone did something wrong.

No spamming, advertising, or OOC disrespect.

Respect all members and follow staff directions at all times.

Priority Awareness

Do not initiate a civilian priority if one is already active. Do not spam them in chat asking when their priority scene will be over. Wait your turn.

Always check the priority/cooldown HUD indicator. No Shooting LEO without Priority.

10-80s do not require priority, but shooting LEO during a 10-80 does.

Injuries & Consequences

Roleplay injuries seriously. For example, if your vehicle was to roll several times, you would be expected to RP injuries and stop the vehicle.

Seek EMS and accept the outcome of injuries in scenes.

Communication & Coordination

Communicate clearly and respectfully. Banter is allowed, just don’t be excessive.

Use OOC chat only when necessary.

Collaborate with other civilians and LEOs to create immersive RP scenes.

Aviation Rules & Regulations⌄

Aviation Rules & Regulations

Applies to Grand and Ultimate Supporters with Aviation Access

To maintain fair and smooth gameplay, aviation RP must follow strict guidelines. Violation of any of the following may result in suspension of aviation privileges.

Aviation Behavior

Maintain safe altitude over populated areas. Do not fly low over cities or scenes unless approved or if you hold Priorty.

No purposeful crashing into buildings, players, or vehicles.

No landings at restricted zones without permission (e.g., police stations, hospitals, government buildings). Unless you have Priority.

Do not interfere with active ground scenes unless requested to do so.

Do not blockade airspace or hover in ways that restrict others movement.

RP Realism & Landing Zones

Flying must be semi-realistic. No excessive stunts or maneuvers.

You may land in open public areas only if the space is clear and not disruptive.

Role Requirements

You must have the Aviation Role to fly.

This role can only be obtained through our Tebex Store – Aviation License.

You must be officially assigned the role before operating any aircraft.

Gang Rules & Regulations⌄

Gang Rules & Regulations

Inside Gang Zones

If you are inside a marked gang zone, directly along the edge of one, or knowingly moving through that area, no interaction is required before gang conflict begins.

Opposing gangs may engage each other immediately inside these areas.

If you do not want to be involved in gang conflict, do not enter a gang zone.

If you enter a gang zone and then try to run out of it, or stay right on the edge to avoid getting shot, that is on you. Crossing the boundary does not suddenly make you safe.

If a fight starts inside the zone and continues outside of it, the opposing gang may continue the pursuit as part of that same active conflict.

Outside Gang Zones

Outside of marked gang zones, normal interaction rules apply.

Before initiating a gang shooting, there must be at least 15–30 seconds of interaction between the groups involved.

You may not randomly pull up and immediately open fire on another gang outside of a gang zone.

Once a previous conflict has clearly ended, a new interaction is required before another shooting begins.

Returning After Death

If you die during gang conflict, you must wait at least 5–10 minutes before returning to the area.

Do not respawn and immediately return to the same active fight.

Returning should not be used to repeatedly rejoin an ongoing conflict after being killed.

General Gang Conflict

Gang zones are intended to create active conflict areas, not an excuse to randomly target uninvolved players.

Use common sense and keep gang conflict focused on the gangs actually involved.

Do not abuse zone edges or intentionally cross in and out of a zone just to try and avoid the rules.
