PRIORITY RULES
Be sure to read and understand all rules before joining or participating in roleplay.
Priority & Cooldown Rules
These rules help keep priority scenes fair and well-managed.
General Priority Cooldown
After any priority scene, a cooldown starts. No new priorities can begin during cooldown. This allows law enforcement to clear the previous scene properly.
Vehicle Pursuits (10-80s)
10-80s are not affected by priority cooldowns. Departments may choose to engage based on officer availability and scene safety.
Communication
Clear, professional communication is required during all pursuits and priority scenes. Scene supervisors are responsible for guiding and managing the RP.
Officer Availability
Departments must ensure enough officers are online to support a priority scene. Officers should be distributed across scenes to improve coverage and reduce overload.
Emergency Vehicle Theft

Emergency service vehicles (LEO/EMS/DOT/etc.) may only be stolen if you (or your group) currently have an active Priority at the time of the theft. Must have RP behind it when doing so.

If you do not hold Priority, stealing any emergency service vehicle is not allowed.
Prohibited Vehicles

Armored LEO vehicles are strictly prohibited to steal or use by any means.

Aircraft LEO (planes/helicopters) are strictly prohibited to steal or use by any means.
Priority & Scene Management
When Priorities Are Required
Priorities must be active for the following scenarios:
- Officer-involved shootings involving firearms, melee weapons, or vehicles
- Civilian scenes involving 6 or more civilians where violence is expected
When Priorities Are Not Required
The following do not require priority:
- Civilian-on-civilian shootings
- 10-80 vehicle pursuits
- Large peaceful gatherings or events
Group Priority Participation
Only players who are directly involved in a priority scene may act on priority status. Anyone not part of the group or situation must not engage under the assumption of priority.
Combat During 10-80s or Civilian Shootings
You can run from police in a 10-80 without a priority. You cannot shoot, stab, or attack law enforcement during a 10-80 or during civilian-on-civilian shootings without having priority.
- Exception: Punching and or Tackling an officer is allowed if it fits the RP.
No Back-to-Back Priorities
Players may not run priorities one after another. Cooldowns exist to ensure RP fairness and allow others the opportunity to participate.
Undercover Officer Exception
Undercover law enforcement officers may be killed without priority if the RP supports it and all other rules are followed.
Summary
Priority rules ensure scene safety, RP balance, and department coordination. Cooldowns, communication, and planning are essential for quality roleplay.
